Baltic States present joint ACA-Europe Presidency programme for 2027–2029
On 14–15 May, during the ACA-Europe Board meeting held on the island of Rhodes, Greece, dr. Skirgailė Žalimienė, President of the Supreme Administrative Court of Lithuania (SACL), together with representatives of the supreme administrative courts of Latvia and Estonia, presented the main priorities of the joint Baltic Presidency of ACA-Europe for 2027–2029.
The Baltic States will assume the Presidency of ACA-Europe for the first time. The joint presentation emphasised that the overarching theme of the Presidency will be the protection and promotion of the European Union's common values through administrative justice. Particular attention will be devoted to the application and safeguarding of the principles of democracy, human rights, the rule of law and human dignity in the case-law of administrative courts.
Presenting the forthcoming Presidency, the Baltic representatives noted that administrative courts are facing increasingly complex challenges at both the national and European Union levels. Against this background, dialogue among Europe's supreme administrative courts is becoming ever more important in ensuring the effective protection of shared European values and their consistent application across Member States.
During the Baltic Presidency, seminars and meetings are expected to take place not only in Lithuania, Latvia and Estonia, but also in France, Portugal and Slovakia. These events are intended to foster continuous dialogue and the exchange of best practices among Europe's supreme administrative courts. In 2028, Lithuania is expected to host the ACA-Europe Board meeting, the General Assembly, and an international seminar.
"The Baltic Presidency of ACA-Europe is not only an important recognition of judicial cooperation within our region, but also an opportunity to contribute actively to strengthening the dialogue on administrative justice across Europe. At a time when the European Union's fundamental values are facing new challenges, it is particularly important for supreme administrative courts to maintain close cooperation, share their experience and work together to ensure the effective protection of human rights, democracy and the rule of law," said dr. Skirgailė Žalimienė, President of SACL.
On 16 May, the main priorities of the joint Baltic Presidency for 2027–2029 were also presented at the ACA-Europe General Assembly.
ACA-Europe (Association of the Councils of State and Supreme Administrative Jurisdictions of the European Union) brings together the supreme administrative courts and councils of state of the European Union Member States. The organisation promotes cooperation, judicial dialogue and the exchange of best practices among Europe's administrative courts in the fields of administrative law and justice.
