The 2026 EU Justice Scoreboard, published by the European Commission, confirms that Lithuania's administrative justice system continues to demonstrate a high level of efficiency and ranks among the best-performing judicial systems in the European Union.

Published annually by the European Commission, the EU Justice Scoreboard assesses the efficiency, quality and independence of the justice systems of the EU Member States. It places particular emphasis on indicators relating to the handling of civil, commercial and administrative cases and serves as one of the European Union's principal sources for evaluating the state of the rule of law.

The short duration of administrative proceedings, the courts' ability to ensure effective case management, and modern approaches to judicial administration have enabled Lithuania's administrative justice system to remain among the leading performers in the European Union. The results presented in the Scoreboard reflect Lithuania's sustained efforts to ensure effective judicial protection in disputes involving public authorities, strengthen the efficiency of the courts, and introduce modern solutions for the administration of justice.

The 2026 EU Justice Scoreboard places particular emphasis on the role of justice systems in supporting the functioning of the internal market, fostering an attractive investment environment and ensuring effective oversight of public administration. It highlights that efficient and independent courts are essential not only for safeguarding individual rights, but also for providing a stable, predictable and business-friendly legal environment.

The Scoreboard also underlines the important role played by supreme administrative courts in supporting the functioning of the internal market. Within the work of the Supreme Administrative Court of Lithuania (SACL), this role is reflected in cases concerning public procurement, economic regulation, the regulation of prices for essential services, exclusion from public funding, and decisions adopted in certain public service sectors. Through its case-law in these areas, SACL contributes to greater transparency in public administration, a more stable regulatory environment, and increased public confidence in decisions taken by public authorities.

The EU Justice Scoreboard is prepared by the European Commission in cooperation with a number of European judicial institutions and organisations. Among them is ACA-Europe (Association of the Councils of State and Supreme Administrative Jurisdictions of the European Union), which brings together the Court of Justice of the European Union and the supreme administrative jurisdictions of the EU Member States. ACA-Europe is one of the organisations contributing to the collection and analysis of information and data relating to administrative justice across the European Union. The Supreme Administrative Court of Lithuania is a member of ACA-Europe and actively participates in the organisation's activities.
