Key achievements of Lithuania’s administrative justice system according to the 2025 EU Justice Scoreboard

Lithuania once again ranked among the European Union’s leaders in the efficiency of administrative case adjudication. In the 2025 EU Justice Scoreboard, published by the European Commission, Lithuania distinguished itself for its modern, effective and publicly trusted system of administrative courts.

Exceptionally swift adjudication of administrative cases

Lithuania held first place in the European Union for the speed of administrative case adjudication, with an average of just 64 days in the courts of first instance. This was the fastest decision-making pace in the entire Union. By comparison, proceedings in neighbouring countries often took several times longer. Data for 2023 also showed that the duration of administrative proceedings across all instances in Lithuania remained among the shortest in the European Union.

High volume of administrative cases in Lithuania

In 2023, the number of administrative cases received by courts of first instance in Lithuania reached 0.7 per one hundred inhabitants – one of the highest indicators of active recourse to the courts in the European Union. Only two EU Member States recorded a higher level of engagement by individuals and organisations.

Minimal backlog of pending cases

The efficiency of Lithuania’s administrative courts was further demonstrated by the exceptionally low number of pending administrative cases in courts of first instance, standing at just 1.2 per one hundred inhabitants. This was one of the strongest results in the European Union, confirming the professional and well-structured organisation of court operations, which ensured swift and high-quality adjudication.

Growing public trust in the judiciary

Public confidence in Lithuania’s courts and judges increased by four percentage points over the past year, reaching 60 per cent. This exceeded the EU average and indicated a positive shift in public perception.

Support from the business community

According to representatives of Lithuanian businesses, 58 per cent assessed the country’s courts and judges as sufficiently independent. This also exceeded the EU average and contributed to a favourable business environment.

“These indicators show that Lithuania’s system for adjudicating administrative cases has been among the most advanced in the European Union. They reflect not only strong performance results, but also growing public and business confidence in the transparency, independence and accessibility of the courts. The data highlight good practice and a consistent institutional effort to ensure effective, high-quality and accessible justice for all residents and for the business sector in administrative dispute cases,” stated the President of the Supreme Administrative Court of Lithuania, Skirgailė Žalimienė.
