SACL marks the 25th anniversary – an international conference to be held in Vilnius
On 17 October 2025, an international conference entitled “25 Years of the Supreme Administrative Court of Lithuania: Strengthening the Interaction between European and National Human Rights Protection” will take place at the Presidential Palace of the Republic of Lithuania, marking the 25th anniversary of the Supreme Administrative Court of Lithuania.
The event will bring together presidents and judges of leading European and national courts, as well as members of the academic community, for a discussion on the development of European law, the importance of judicial cooperation, and the strengthening of human rights protection.
Keynote addresses will be delivered by Professor Dr Koen Lenaerts, President of the Court of Justice of the European Union, Dr Arnfinn Bårdsen, Vice-President of the European Court of Human Rights, as well as judges and scholars from Germany, Poland, Latvia, Estonia, Italy and Lithuania.
According to Professor Dr Skirgailė Žalimienė, President of the Supreme Administrative Court of Lithuania, the conference provides an opportunity to reflect on the Court’s journey over the past 25 years and to reaffirm its place within the shared European judicial space.
“Over these 25 years, the Supreme Administrative Court of Lithuania has followed a meaningful path — from its first cases, in which we addressed the relationship between the individual and the state, to the present day, where we actively contribute to the development of the European legal order. The mission of our Court, like that of other supreme courts across Europe, is to strengthen public trust in justice and to ensure that human rights are genuinely protected. This anniversary is not only an occasion to look back, but also an opportunity to inspire a new phase in which legal dialogue and shared values will become even more important,” the President stated.
Conference discussions will address topics including the interaction between European and national jurisprudence, the relationship between constitutional and administrative justice, the limits of application of the Charter of Fundamental Rights of the European Union, and the role of national courts in implementing international human rights standards.
The conference is organised by the Supreme Administrative Court of Lithuania and the Faculty of Law of Vilnius University, in cooperation with the National Courts Administration and the Office of the President of the Republic of Lithuania.
