The President of the Supreme Administrative Court of Lithuania participated in an international conference in Ukraine

The President of the Supreme Administrative Court of Lithuania, Prof. Dr Skirgailė Žalimienė, participated remotely on 3–4 July 2025 in the 8th International Scientific-Practical Conference, which took place in Kyiv, Ukraine. The event was organised by the Cassation Administrative Court of the Supreme Court of Ukraine and was dedicated to marking the twentieth anniversary of the adoption of Ukraine’s Code of Administrative Procedure

The Code became one of the key legal acts establishing the jurisdiction of administrative courts and regulating administrative proceedings, thereby making a significant contribution to the development of a democratic state governed by the rule of law in Ukraine. Over the past two decades, the country’s administrative courts have examined more than twenty million cases, and their role in safeguarding individual rights has become particularly evident in the context of the ongoing war.

President Skirgailė Žalimienė delivered a presentation entitled “The Principle of the Rule of Law in Practice: Insights from the Supreme Administrative Court of Lithuania” during the session “Legal Principles in Administrative Proceedings: Architecture for Effective Application”.

“The Lithuanian legal system reflects a successful model of constitutional pluralism, in which the national constitution and European Union law operate coherently. Judicial practice confirms that the rule of law and the protection of human rights are inseparable. Even in challenging circumstances—during the migration crisis or when confronted with national security threats arising from Russia’s aggression—Lithuanian courts have remained committed to European human rights protection standards, ensuring individual assessment and adherence to the principle of proportionality,” President Žalimienė stated.

Alongside Prof. Dr. Žalimienė, presentations were also delivered by Andreas Korbmacher, President of the Federal Administrative Court of Germany; Judges Anna Adamska-Gallant and Mykola Gnatovskyy of the European Court of Human Rights; a representative of the Council of Europe; and the presidents and judges of the highest administrative courts of Finland, Estonia, the Czech Republic and Poland.

The conference addressed fundamental principles of administrative procedure, their alignment with international standards, and included discussions on ensuring administrative justice under wartime conditions. On 4 July, a dedicated session examined the functioning of administrative procedure under martial law and the lessons that courts have learnt when operating in extreme circumstances.

The participation of the Supreme Administrative Court of Lithuania in this conference represented not only an opportunity for professional exchange, but also a gesture of solidarity with Ukraine, strengthening shared European values of democracy, freedom, the rule of law and justice.
